Govt issues deadline for NGOs to transition to new regulation framework
By Ndiritu Wanjiru, May 4, 2026The Ministry of Interior and National Administration has issued an order that all non-governmental organisations (NGOs) that have not yet switched to the new Public Benefit Organisations (PBO) Regulations framework urgently comply with the set requirements.
The ministry, in a public notice on its X handle on Monday, May 4, 2026, has advised the affected organisations to revise the recommended guidelines and provide the required information and supporting documents to enable them to re-register.
“All NGOs that have not yet transitioned to the new Public Benefit Organisations (PBO) regulations framework are required to review the prescribed requirements available here: https://shorturl.at/9968O and to submit the prescribed information and supporting documentation to facilitate re-registration and the issuance of the appropriate certificate,” the Ministry of Interior statement read in part.

The detailed requirements are available to the NGOs through an official connection that the ministry provides, and they are expected to fulfil the process within the required transition period. This involves providing correct organisational information and other documentation so as to ensure they are duly registered under the new system.
End of transition period
The Ministry pointed out that the transition period will formally expire on May 13, 2026. Those organisations which fail to comply with the requirements of compliance within this time period risk suffering severe consequences, including the loss of their legal status to operate within Kenya.
“Kindly note that the transition period lapses on 13th May 2026, and all compliance requirements must be fulfilled within this timeframe, with failure affecting the organisation’s legal status in the country,” the statement added.

The directive underscores the government’s commitment to enhancing accountability, transparency, and proper regulation of the NGO sector. With the switch to the PBO structure, organisations will be required to follow the new rules of governance and reporting.
The stakeholders in the industry are now being called upon to move fast so as to prevent interference with their operations.
The ministry has re-emphasised that compliance will be done promptly, which will facilitate a smooth transition and be recognised under the law.
