Court orders Parliament to disclose National Prayer Breakfast budget

A Milimani High Court has ordered Parliament to disclose the budget for the annual National Prayer Breakfast held every May.

In a judgement delivered by Justice Gregory Mutai on Tuesday, May 26, 2026, he has ordered the Parliamentary Service Commission (PSC), the National Assembly and the Senate to disclose the resources or budget spent by the government during the National Prayer Breakfast.

He also ordered that the information regarding the said national event be shared with the petitioner Lempaa Suyianka within 30 days.

“I find and hold that the petitioner’s (Lempaa) right to access to information was violated. I find and hold that the petitioner’s right to fair administrative action was also violated,” Judge Mutai stated.

“I order the respondents, jointly or separately, to provide the information sought by the petitioner (Lempaa), in his letter dated March 13, 2025, to him within 30 days,” Justice Mutai ordered.

Judge Mutai has stated that the decision by the respondents (PSC, NA and Senate) to deny Lempaa the information he requested for the 2025 National Prayer Breakfast edition violated his right to information and to fair administrative action.

Notably, the court has stated that the said information must be accessible to laypersons.

On March 13, 2025, Lempaa wrote a letter to PSC in his capacity as the clerk of the National Assembly seeking information on 2025 edition of the National Prayer Breakfast, but he did not receive any response.

He later, on June 9, 2025, wrote again to the clerks of the National Assembly and the Senate, expressing his disappointment over the denial of the information sought in March.

On July 3, 2025, the commission of administrative justice wrote to the clerk of the national assembly urging him to provide the information as sought.

Notably, on the same day a similar letter was written to the clerk of the Senate urging him to provide the information sought.

After back and forth, Lempaa decided to seek the court’s indulgence to get the information.
