Sifuna responds to Ruto over claims opposition lacks 2027 agenda
By David Nthua, July 26, 2026Nairobi Senator Edwin Sifuna has rejected President William Ruto’s claim that the opposition lacks a clear agenda for the 2027 General Election.
Sifuna said the opposition’s programme was based on constitutional government, human rights, devolution, and protection of citizens.
He spoke during the Linda Mwananchi rally in Bungoma County on Sunday, July 26, 2026.
The meeting concluded the movement’s weekend political tour of Trans Nzoia and Bungoma counties.
“Sasa wewe, Mheshimiwa Ruto, usianze kusema sisi hatuna sera,” Sifuna said.
“Sisi tunajua Katiba yetu inasema ile serikali ambayo wananchi walitaka ni serikali ya kidemokrasia ambayo inaheshimu haki za binadamu, na si hiyo yako ya mambo ni matatu.”
Ruto accused opposition of spreading propaganda
Ruto had earlier accused opposition leaders of disrupting businesses, churches and funerals without offering alternative development policies.
Speaking in Kakamega on June 13, 2026, the president said opposition politicians were using public meetings and loudspeakers to spread misinformation.
“They do not have a plan and are busy spreading propaganda,” Ruto said.
He pointed to the revival of Mumias and Sony sugar companies, road construction, stadium projects and hospital development as evidence of his government’s agenda.
Ruto also cited the recruitment of 100,000 teachers and the expansion of healthcare through the Social Health Authority.
Sifuna, however, said protecting constitutional rights was itself a political agenda.
Sifuna lists devolution and human rights agenda
The senator accused Ruto of frustrating devolution by resisting efforts to increase funding for county governments.
Addressing Bungoma Governor Ken Lusaka, Sifuna said county chiefs were under pressure because of decisions made by the national government.
“Lusaka kama Governor unajua adui mkubwa wa ugatuzi, yule mtu amekufinyilia kama Governor ni William Ruto,” he said.
“Sisi kwa Senate tukijaribu kusukuma pesa ikuje hapa chini, yule mtu ambaye anakataa kupea magatuzi yetu pesa ni William Ruto.”
The 2026/27 national budget allocated counties Ksh428 billion as equitable share, up from Ksh370 billion in the 2022/23 financial year.
Sifuna also linked affordable housing to the government’s handling of protesters.
“Ukuje kwa kijiji hapa ujenge gorofa kumi na mbili, unaita affordable housing, halafu unapeana amri kwa polisi ati watupige risasi kwa miguu. Hiyo gorofa ilikuwa tufike aje bila miguu?” he asked.
Ruto issued the controversial shoot-in-the-leg directive in July 2025 against people caught looting or destroying property during protests.
Sifuna’s response signals that Linda Mwananchi intends to present constitutionalism, county funding and civil liberties as its alternative agenda before 2027.
