Sifuna makes fresh demand to Ruto’s govt over 10-point agenda
By Joel Masibo, January 21, 2026The Orange Democratic Movement (ODM) Secretary General Edwin Sifuna has pushed for the implementation of the Memorandum of Understanding (MOU) between the Oburu Oginga-led political outfit and President William Ruto’s United Democratic Alliance (UDA) party.
Reacting to reports that services at the county level are crippled because of the withheld Ksh68 billion by the national government on Wednesday, January 21, 2026, the Nairobi Senator said the particular funds disbursement stalemate is captured in Article III of the 10-point agenda between ODM and UDA.

Counties budgetary allocation
”Article III of the 10 Point MOU between ODM and UDA. Devolution must continue to be protected from any possibility of claw back on devolved functions, and more effort must be put at devolving all funds allocated to a devolved function, increasing budgetary allocation to counties and ensuring the timely and predictable disbursement of devolved funds,” Sifuna took to X.
The fear of failure to fully implement the particular MOU has been the main reason why the vocal legislator has been reluctant to fully back the broad-based government arrangement founded by the late ODM leader Raila Odinga and President Ruto shortly before the former prime minister passed away in October 2025.
However, Sifuna’s push comes shortly after the government has stepped up efforts to implement the 10-Point Agenda and the National Dialogue Committee (NADCO) report, with a clear focus on meeting the March 2026 deadline.
Racing against time
This is after the head of Public Service, Felix Koskei received a detailed briefing from the Committee on Implementation during a courtesy call at his office on Monday, January 12, 2025.

The committee updated Koskei on the concrete steps it has taken since its first meeting in November 2025. Members outlined plans to hold consultative forums that will bring together state agencies, civil society groups, and other stakeholders. These forums aim to gather views, build consensus, and avoid delays as the government moves from agreements to action.
The committee also presented a memorandum guide to Koskei. The document sets out specific areas where his office must provide responses to support the rollout of the 10-Point Agenda. Similar guides will soon go to other government agencies involved in the process.
