Orengo demands legal deal to secure ODM’s role in Ruto’s govt
Siaya Governor James Orengo has insisted on a binding legal document certifying the engagement between the ruling administration and the Orange Democratic Movement (ODM), saying it is necessary to solidify relations and protect the party’s interests.
Orengo said the current arrangement between ODM and President William Ruto lacks a legal foundation and is therefore not binding, despite the deployment of five ODM experts to support the Ruto-led government.
Speaking at St Luke Okoyo ACK Church in Central Alego on Sunday, November 23, 2025, during a fund drive for Ywaya Parish Plaza, Orengo warned that ODM risks collapse and that members occupying lucrative government positions could be easily dismissed without a binding agreement.

He cited the grand coalition government led by the late former Prime Minister Raila Odinga and the late President Mwai Kibaki, where ministers endorsed by Raila were protected by a legal document.
“ODM leaders must be cautious in their dealings with President Ruto. Even those enjoying government perks should ensure there are solid legal grounds protecting their positions,” Orengo said.

Orengo noted that the Luo community has a long history of ministerial representation, with Raila himself serving as prime minister and appointing ministers who served through the coalition’s term.
Legal framework is important
He emphasised that legal agreements were key to maintaining stability, referencing amendments made during the Kibaki-Raila coalition that prevented a president from dismissing ministers without consulting a co-principal.
Accompanied by Speaker George Okode, Trade Executive Grace Agola, and former County Council Chairman Aggrey Onyango, Orengo reminded Kenyans of past political sacrifices, including the role of the late Jaramogi Oginga Odinga and other leaders who faced political persecution.

Orengo clarified that he is not opposed to supporting Ruto’s 2027 re-election but stressed the need for a formal legal framework to prevent betrayal and ensure party interests are protected.

He recalled a similar incident during the Kibaki era when Raila and his lieutenants were sacked, which ultimately led to the creation of ODM and the 2010 Constitution.
“Coalitions without proper agreements are risky,” Orengo said, warning that some critics within ODM are defending the government to safeguard personal gains rather than principles.
Speaker Okode echoed Orengo, saying those attacking him recently enjoy lucrative positions obtained through political struggle and protests.
MCA Silvester Madialo also criticized Alego Usonga MP Samuel Atandi for disparaging Orengo, urging respect for leaders who sacrificed for Kenya’s political progress.
