Oburu demands full implementation of NADCO report before August 2027

The Orange Democratic Movement (ODM) has intensified pressure on the Kenya Kwanza government to fully implement the National Dialogue Committee (NADCO) Report and its 10-Point Agenda before August 2027.

Speaking on Tuesday, December 2, 2025, at Chungwa House in Nairobi, while hosting three newly elected ODM Members of the National Assembly, Boyd Were (Kasipul), Moses Omondi (Ugunja), and Harrison Kombe (Magarini), ODM Deputy Party Leader Oburu Odinga delivered a firm message on the party’s position.

“Party Leader @DrOburu_O says the party is firmly in the Broad-based arrangement and that the government should work hard to implement the 10-Point Agenda that includes full implementation of the NADCO Report before August of 2027,” the party stated in a post on its official X account on December 2, 2025.

Oburu added that the party is united and strong and that it should not be taken for granted by anyone.

The three new lawmakers, fresh from November by-election victories, were at Chungwa House ahead of their swearing-in ceremony at Parliament later Tuesday, December 2, 2025.

Committee set to release preliminary report

In a related development, ODM announced that its committee overseeing the implementation of the 10-Point Agenda and NADCO Report is finalising a preliminary report expected soon.

“ODM Dep. SG @agnes_zani, who is also the Chairperson of the Committee on the Implementation of the 10-point agenda and NADCO report, and Senate Minority Leader @StewartMadzayo, speak during the ongoing consultative meeting on the process of implementation of the 10-point agenda signed by the President @WilliamsRuto and our former leader, the late Rt. Hon. Raila Odinga in March this year,” the party posted on December 2, 2025.

The committee, chaired by Deputy Secretary-General Agnes Zani, held a consultative meeting on Monday, December 1, under the Centre for Multiparty Democracy to deliberate on progress since the bipartisan accord was signed on March 7, 2025, at the Kenyatta International Convention Centre (KICC).

“There is progress on this matter, and the committee is expected to come up with a preliminary report in the coming days,” ODM stated.

10-Point agenda targets key national priorities

The 10-Point Agenda covers lowering the cost of living, economic recovery and job creation, youth and women empowerment, electoral justice and reforms, strengthening devolution, fighting corruption, public debt audit, equitable appointments, sustainable political party funding, and national healing measures, including compensation for victims of the 2024 protests.

The March 2025 agreement between President William Ruto and the late former ODM leader Raila Odinga was later formalised on August 18, 2025, during a joint Kenya Kwanza–ODM Parliamentary Group meeting in Karen.
