Muturi reminds Kenyans why Ruto vehemently opposed 2010 constitution

Justin Muturi, the former Attorney General and Cabinet Secretary for Public Service, has once again descended on President William Ruto.

Speaking exclusively to a local TV station on Sunday, November 9, 2025, Muturi stated that President Ruto loves an imperial presidency that existed under the old constitution.

“Ruto doesn’t believe in anything about good governance. In fact, Ruto ukimwambia anything about Katiba, anaona, this is such a nuisance,” Muturi said.

Muturi reminded Kenyans of Ruto’s opposition to the 2010 Constitution, which he argued was designed to strengthen devolution and safeguard accountability.

“Unakumbuka Ruto alikua anapinga hii katiba 2010? Ruto ni yeye alikua anafurahishwa na ile katiba ya kitambo ya imperial presidency,” he added.

Ruto’s preference for imperial presidency

The former Public Service CS claimed that Ruto’s current approach undermines devolved units and weakens governors.

“Na ndio unaona siku hizi anapenda magovernor wakikimbia hapa Nairobi kuomba. Na ukimwambia hii mambo ya maji, mambo ya soko ni devolved, anasema hapana.

Nao magovernor wamekua soo weak, unaona kila siku kama the chair of governors anaiba unaona rais umetupea hii, umetupea hiyo. Magovernors hao sasa ndio wameturudisha imperial presidency,” Muturi said.

He warned that continuing to praise the President blindly risks eroding the gains of the 2010 Constitution.

“Hii katiba yetu tunaiharibu tukiendelea kumsifu rais,” Muturi added.

Muturi’s remarks come amid rising debates over the balance of power between the national government and county administrations.

Why was I not fired as the Attorney General

Also, during the interview, Muturi has revealed that he was not fired by the President, which is contrary to the media reports.

The former AG stated that, the day after the dissolution of the entire cabinet, which saw him be sent home and packing, President William Ruto called him via phone call and that he reminded Ruto that a person like the Attorney General cannot be dismissed anyhow.

Muturi has revealed that he instead told President William Ruto to tender a resignation letter, so that the firing doesn’t bring legal trouble. Muturi says the firing of a person like the Attorney General has to follow the Constitution clearly.
