Muturi: Nakhumicha almost cried after I rejected Ruto’s SHA proposal

Former Attorney General Justin Muturi has revealed that former Health Cabinet Secretary Susan Nakhumicha was clearly upset when he turned down proposals related to the Social Health Authority (SHA).

Speaking during an interview on a local radio show on Tuesday, March 10, 2026, Muturi said Nakhumicha had been sent by President William Ruto to seek his approval for the proposals, but he refused to sign them due to legal concerns.

Muturi claimed that former Health Cabinet Secretary Susan Nakhumicha was reduced to near-tears after he flatly refused to sign off on the transition proposals from the NHIF.

“She said that the president had directed her, but I told her that I will not, and she went almost crying to the president, explaining that AG has refused to sign,” Muturi revealed.

Muturi explained that as Attorney General, it was his responsibility to ensure that all government proposals complied with the law before giving them the green light.

He said that he was presented with the document and was required to sign without even going through the details in it, a thing he said he refused.

He added that Nakhumicha went back to the president and reported to him that he refused to sign the document.

“I told him (referring to the president), this is not how we deal with cabinet papers; I cannot be handed a document here just before the meeting to sign, what am I signing to?” Muturi recalled.

Muturi alleges that the pressure didn’t stop with the Health CS. He claims President William Ruto eventually intervened to bypass his legal concerns.

He said that he told the president some of the things proposed in the document did not belong to the national government.

“These facilities things including dispensaries, level 2, 3, and 4, all the way to level 5, are devolved functions,” Muturi said.

Muturi says he warned the President that the bills would be challenged in court, a prediction that eventually came true when the High Court declared the Social Health Insurance Act unconstitutional in mid-2024.

The Fallout and Current Crisis

President William Ruto, through an announcement on Wednesday, March 26, 2025, fired the then Public Service Cabinet Secretary Justin Muturi, replacing him with the then Mbeere North MP Geoffrey Ruku.

Muturi served as attorney general before he was relieved of his duties following the June 2024 Gen-Z-led protests, during which Ruto dismissed his entire cabinet, faulted the president, noting that he was pushing for the establishment of the Muslim Endowment Fund without following due process.

The Democratic Party of Kenya leader has since been an active critic of the government by leading the “wantam” campaigns with United Opposition leaders.
