Democracy for Citizens’ Party (DCP) Deputy Party Leader Cleophas Malala has dismissed the decision to release the final NADCO and the ten-point agenda implementation report in 2026 as a national joke, accusing President William Ruto and ODM leader Raila Odinga of political deceit.

In a scathing statement posted on Facebook on Wednesday, August 6, 2025, Malala lashed out at the two leaders, describing the move as insulting.

“This is a blatant, clear-cut case of political conmanship. Patently absurd! So we’re expected to wait until 2026 for the final report? This delay is utterly unacceptable and insulting, Mr. President,” Malala wrote.

He accused the government and opposition of masking inaction behind bureaucracy.

“Such a farce is laughable—unconscionable evasion that demands immediate answers, not endless stalling,” he added.

Implementation committee

Malala’s remarks came after a joint press statement from Ruto and Odinga, which announced the formation of a five-member committee to oversee the implementation of the NADCO report and the ten-point agenda agreed upon in the ODM-UDA MoU signed on March 7, 2025.

The committee, chaired by Agnes Zani and including members Fatuma Ibrahim, Kevin Kiarie, Gabriel Oguda, and Javas Bigambo, will be supported by a joint secretariat from both UDA and ODM parties.

They are tasked with consulting widely with stakeholders—including government institutions, civil society, and the private sector—and providing bi-monthly progress reports to the political Principals, with a final comprehensive report expected on March 7, 2026.

“The Committee will commence its work immediately and will submit progress reports to the Principals every two months, and to a joint Kenya Kwanza-ODM Parliamentary Group on a quarterly basis. The Parliamentary Group will hold its first sitting on August 18, 2025. A final comprehensive report detailing the status of the MoU’s implementation will be released to the public on March 7, 2026, marking the one-year anniversary of its signing,” the statement read.
