Jubilee Party Secretary General Jeremiah Kioni has bashed President William Ruto for eroding the legacy projects of his predecessor, former President Uhuru Kenyatta.

Speaking to a local radio station on Sunday, September 28, 2025, Kioni said that during his ten years as the deputy president, Ruto focused on campaigns rather than governance.

“For 10 years, William Ruto was the Deputy President of Uhuru. He was moving all over kwa magari. He never sat down to get to know how all these programs could be improved,” Kioni remarked.

He accused Ruto of spending much of his time standing on car rooftops addressing rallies instead of working on policy alongside his then-boss.

Kioni claimed that this neglect explains the poor state of projects that Ruto later inherited.

Housing, education, and taxes

Kioni also criticised Ruto’s current policies, alleging that he had mishandled housing and education.

“He takes over the housing thing and taxes on people, yet Uhuru was building houses without taxing Kenyans. He takes over education and brings in a new funding model; all of a sudden, we have over 700,000 kids out of school. Hatujui waliko, wamepotelea huku mitaani,” Kioni stated.

According to the Jubilee official, Uhuru’s approach to development projects was people-centred and did not burden ordinary Kenyans with extra levies.

He accused Ruto’s administration of introducing taxes that hurt families while failing to account for the disappearance of thousands of students from the education system.

The comments by Kioni add to the growing opposition criticism of the Kenya Kwanza government, particularly on its handling of the Social Health Authority, housing levy, and higher education funding model.

Analysts say Kioni’s remarks are part of Jubilee’s wider effort to re-establish itself as a strong opposition force ahead of the 2027 elections.

The secretary general urged Kenyans to reflect on the contrast between the two leaders, insisting that Uhuru delivered results without constant political drama.

He said the current government should focus on real solutions instead of political rhetoric.

Kioni’s sharp attack is expected to escalate the war of words between the Jubilee Party and the ruling United Democratic Alliance as the political temperature rises.
