Kingi: Senate to hear governor Abdi Hassan’s impeachment in plenary
By Nancy Marende, June 30, 2025Senate Speaker Amason Kingi has ruled that the proposed impeachment motion of the Isiolo County governor, Abdi Ibrahim Hassan, will be conducted in plenary.
Speaking while addressing senators on Monday, June 30, 2025, Kingi ruled after the seven charges were read out in the Senate.
“The motion having been negative, the route of the special committee is abandoned, and that implies that the Senate will investigate the proposed removal from office by impeachment of Abdi Ibrahim Hassan, the governor of Isiolo, in plenary pursuant to Section 33(A) of the county government’s acts and standing order 81(B)2,” he declared.
The motion to impeach Governor Guyo was presented by Sericho MCA Abubakar Godana, who accused the governor of several leadership failures.
These include not delivering the annual state of the county address for the past three years, as required by Section 30(2) of the County Governments Act.
Governor Guyo is also accused of violating Articles 201(d) and 201(e) of the Constitution of Kenya by employing a large number of staff in the Governor’s Office. The Assembly states that he hired 36 advisors and 31 chief officers, despite Isiolo County having only six departments.

He also appointed two deputy county secretaries, which the Assembly argues is unlawful. This has reportedly led to a wage bill of 46% of the county’s annual revenue, which exceeds the legal limit.
In total, 16 out of 18 MCAs voted in favour of the impeachment motion, with two abstaining and none opposing. Governor Guyo did not attend the session to defend himself, despite being invited.
Isiolo County Assembly
Governor Guyo’s impeachment comes after the Isiolo County Assembly dismissed holding a sitting to impeach the devolved unit’s governor, Abdi Guyo.
In a statement on Thursday, June 26, 2025, the County Assembly’s Clerk, Salad Boru Gutracha, stated that his office has facilitated no such sitting.
“We wish to categorically deny and clarify misleading reports circulating in the media and on social platforms claiming that the Assembly convened a sitting today, Thursday, 26th June 2025, to advance impeachment proceedings against the Governor of Isiolo County or to conduct any such related business.
“No such sitting has been convened, held, or facilitated by this office,” he stated.
Furthermore, he disclosed that there are active court orders explicitly prohibiting the county assembly from initiating impeachment proceedings against the governor.
“The Assembly is fully bound by these orders and remains committed to upholding the rule of law and constitutional due processes,” read the statement.
“This office has not issued any notice or order paper or deployed officers for facilitating such a sitting, nor has it facilitated any proceedings, formal or informal, on the matter on the basis of the above.”
