IEBC launches investigation after deadly Kasipul campaign clashes
By Ascah Mwango, November 7, 2025The Independent Electoral and Boundaries Commission (IEBC) has denounced the violence that broke out in Kasipul Constituency ahead of the November 27 by-election, terming it a grave assault on Kenya’s democratic principles.
In its statement released on Friday, November 7, 2025, the Commission expressed deep regret over the loss of two lives and several injuries resulting from the chaos.
It described the incident as senseless and unacceptable, stressing that acts of hooliganism, intimidation, and destruction have no place in a country that values peace and democracy.
“The Commission condemns, in the strongest terms possible, the senseless acts of violence that have led to the loss of lives and injuries,” IEBC said.
Adding;
“Such undermines the very democratic gains which our country has worked so hard to achieve.”
The IEBC reminded political parties, aspirants, and their supporters that they are all bound by the Electoral Code of Conduct under the Elections Act, 2011. It reiterated that adherence to the code is mandatory for all participants, regardless of their political affiliations.
“All participants must, without exception, strictly observe the Electoral Code of Conduct and uphold peace, tolerance, and respect for the rule of law during the electoral period,” the Commission stated.
It further warned that those who violate the law risk facing serious consequences, including disqualification from the electoral race.
To address the matter, the Commission has sent an investigation team to Kasipul with a clear mandate to establish what transpired and recommend appropriate action.
“The Commission has dispatched an investigation team with clear instructions to establish the facts and recommend appropriate action in line with the Electoral Code of Conduct,” IEBC noted.
It stated that the probe will be conducted swiftly and that findings will inform firm measures against individuals or political entities found culpable. The Commission emphasised that violence must be met with a firm and lawful response.
The Commission also called upon security agencies to act with urgency to identify and apprehend the perpetrators. It extended condolences to the affected families, urging authorities to ensure justice is served.
“As we mourn and condole with the affected families, we urge security agencies to move with speed to investigate these heinous acts and bring the perpetrators to justice,” the statement read.
The Commission reaffirmed its commitment to protecting the integrity of the electoral process and ensuring that all voters in Kasipul can participate in the by-election without fear, intimidation, or coercion.
“Violence has no place in a democracy,” IEBC said, reiterating that it remains dedicated to “safeguarding the integrity of the electoral process.”
Clash
The violence occurred on Thursday in Central Kasipul Ward when supporters of independent candidate Phillip Aroko clashed with those of the Orange Democratic Movement (ODM) candidate Boyd Were.

Two people were killed during the confrontation, several others were injured, and property, including motorcycles and sound systems, was destroyed.
Police in Homa Bay have since increased patrols and deployed additional officers in the area to prevent further unrest. Investigations are ongoing, with security officials working closely with the IEBC to maintain order as campaigns continue.
The Kasipul by-election was called following the death of former Member of Parliament Charles Ong’ondo Were earlier this year. The contest has attracted several aspirants, and tensions have been high as rival teams intensify their campaigns.
