Hassan Omar: UDA to implement Ruto-Raila 10-point agenda agreement
The United Democratic Alliance (UDA) has vowed to honour the late Orange Democratic Movement (ODM) party leader, Raila Odinga, by implementing the 10-point agenda birthed by President William Ruto and the former Prime Minister before his death on Wednesday, October 15, 2025.
Speaking while drumming up support for the party’s Narok Town Ward candidate for the November 27 by-election, Robert Kudate, on Saturday, November 15, 2025, UDA Secretary General Hassan Omar asserted that the President William Ruto-led party will honour the late Raila Odinga through full implementation of the National Dialogue Committee (NADCO) report and the UDA-ODM 10-point agenda altogether.
Agreement implementation
”God in His wisdom gave us the partnership between UDA and ODM. We will make sure we respect and implement the NADCO report and the UDA-ODM 10-point agenda, word by word and in the agreement between William Ruto and Raila Odinga. It is the best way to honour the fallen hero of Kenya, Raila Odinga,” Hassan Omar said.
Omar’s sentiments come after Head of Public Service Felix Koskei held a meeting on Monday, November 3, 2025, where the committee was tasked with overseeing the implementation of the particular agreement and report.
The committee has been working against time to oversee the full implementation of the NADCO report after its official unveiling on August 5, 2025, by the broad-based principles, William Ruto, and the late Raila Odinga.
Oburu takes over
However, political commentators have argued that the implementation of the particular pact will be difficult in the absence of Raila Odinga. In a statement posted on X on Sunday, November 9, 2025, former Roots Party presidential running mate Justina Wamae stated that the political blueprint championed by Raila alongside President William Ruto had lost momentum and direction.
Wamae said the current ODM leader, Oburu Odinga, is too weak to oversee the actualisation of the particular agreement. “The ten-point agenda disappeared immediately after Jakom rested. Oburu is too weak to follow up,” she said, in reference to Raila’s elder brother and Siaya Senator, Oburu Odinga.
Among them were the full implementation of the NADCO report, inclusivity in governance, and the protection of devolution. The deal also emphasised economic empowerment of the youth, integrity in leadership, and the right to peaceful assembly, principles that both leaders said would strengthen democracy and heal divisions across the country.
