Amisi criticizes Ruto’s frequent cabinet reshuffle, warns of instability

Saboti Member of Parliament (MP) Caleb Amisi has criticized President William Ruto’s recent Cabinet reshuffle, warning that frequent changes could destabilize governance.

In a statement shared on his X account on Thursday, March 27, 2025, Amisi expressed concerns over the constant reassignments within the Cabinet. He argued that reshuffling at a rapid pace without considering efficiency and competence creates insecurity among state officers.

He warned that this uncertainty might encourage government officials to prioritize personal gain over service delivery, fearing their tenure may not be secure. Amisi compared the frequent changes to the governance style of former Zairean leader Mobutu Sese Seko, who reshuffled his Cabinet 60 times during his rule.

“Frequent shuffling, reshuffling, and jumbling cabinet at a speed faster than lightning, with no regard to efficiency and competence, encourages insecurity among state officers. It creates the idea of taking what you can; the future is not guaranteed. Mobutu of Zaire reshuffled his cabinet 60 times for the period he ruled,” Amisi stated.

He urged Ruto to reconsider his approach, cautioning that such a strategy could have far-reaching consequences on Kenya’s statecraft.

“I don’t know if that is an example to borrow from. I urge the president to rethink his strategy and its far-reaching implications for the statecraft of the nation,” the lawmaker added.

Reshuffle

President Ruto announced the latest Cabinet reshuffle on March 26, 2025, to enhance his administration’s effectiveness and accelerate Kenya’s socioeconomic transformation.

According to State House Spokesperson Hussein Mohamed, the changes were made to ensure the Cabinet achieves its full constitutional strength.

Among the notable changes, former Attorney General Justin Muturi was replaced by Mbeere North MP Geoffrey Ruku in the docket of Public Service, Human Capital Development, and Special Programmes.

Hanna Wendot was nominated to lead the Ministry of Lands, while former Environment Cabinet Secretary Aden Duale was transferred to head the Health Ministry.

Meanwhile, Deborah Barasa, who previously served as the Health Cabinet Secretary, was reassigned to the Ministry of Environment.

President Ruto emphasized that the adjustments were necessary to enhance the Cabinet’s capacity to drive the country’s socio-economic agenda effectively.

The newly nominated officials will now await parliamentary approval before officially taking office.
