Muturi fired in Ruto’s latest cabinet shake-up

President William Ruto has fired the Public Service Cabinet Secretary Justin Muturi in his latest shake-up of the cabinet and replaced him with the Mbeere North MP Geoffrey Ruku.

In an announcement on Wednesday, March 26, 2025, Ruto also shuffled Environment CS Aden Duale to the Health Ministry and replaced him with Health CS Debora Barasa.

“The two nominees are expected to bring to the Cabinet not only the knowledge and experience acquired over the course of their illustrious careers but, above all, their wisdom accumulated from their inspiring and diverse life journeys,” Ruto said after he nominated Ruku and Hannah Wendot Cheptumo to the Ministry of Public Service and Gender respectively.

Incompetence remarks

This comes after Ruto said that Muturi was an incompetent Attorney General during an Iftar dinner at the State House on Tuesday, March 25, 2025.

Muturi, who served as attorney general before he was relieved of his duties following the June 2024 Gen-Z-led protests, during which Ruto dismissed his entire cabinet, faulted the president, noting that he was pushing for the establishment of the Muslim Endowment Fund without following due process.

“I had a problem with the AG who was there before—he was fairly incompetent. But now, I have a very competent lady in the position, and I can assure you that the issues of Wakf will be sorted out within months,” Ruto stated.

Muturi equally rebutted the president’s statements, indicating that the said Islamic endowment fund could only be managed by the Waqf commission.

“Under the Waqf Act no.8 of 2022, there’s no provision for a ‘Muslim Endowment Fund “. It must be understood that a waqf is a religious, charitable or benevolent endowment by a person who professes Muslim faith and is managed by the Waqf Commission,” Muturi wrote on X.

Muturi has been on a collision path with the head of state after he revealed that his son had been abducted by gunmen believed to be NIS officers and detained for hours before he was released at the behest of the president.

Skipped meetings

He skipped several cabinet meetings during their disagreement, noting that he would only attend them when the cabinet was ready to discuss the rampant abductions and killings of innocent youth in the country.

Following his decision, Muturi continued to serve in the Public Service Ministry even as Ruto’s political allies called for his resignation.

On February 3, 2025, Belgut MP Nelson Koech noted that Muturi was a man on his way out of the cabinet.

“CS Muturi is daring the president to fire him. He should have resigned if he doesn’t want to work with this government. He has called for it and you will see it in a week or two, CS Muturi will be home,” Koech observed.
