Ruto in Belgium: Govt strikes Ksh15.3B deal in EU-Kenya digital partnership
President William Ruto has announced that Kenya has secured significant new European Union funding to accelerate its digital agenda and strengthen its position as a regional technology hub.
In a statement on his official X account on Monday, June 8, 2026, Ruto stated that the Ksh15.3 billion EU-Kenya Digital Partnership seeks to expand connectivity.
The deal, which was struck during the Kenya-Belgium Business Forum, seeks to create opportunities for youths and various businesses in both nations.
“We welcome €102 million (approximately KSh 15.3 billion) in new investments under the EU-Kenya Digital Partnership to accelerate digital transformation, expand connectivity and create opportunities for our youth and businesses,” Ruto stated.
In addition, Ruto welcomed a Ksh5.5 billion in EU support for the Blue Raman submarine cable’s Africa extension connecting Djibouti, Somalia, Kenya and Tanzania.
A partnership, he says, will strengthen connectivity, lower bandwidth costs, while reinforcing Kenya’s position as a leading regional digital hub.
“We also welcome €37 million in EU support for the Blue Raman submarine cable’s Africa extension connecting Djibouti, Somalia, Kenya and Tanzania, which will strengthen connectivity, lower bandwidth costs and reinforce Kenya’s position as a leading regional digital hub,” Ruto announced.

Ruto,Virkkunen talks
At the same time, the Head of State held talks with the Executive Vice-President of the European Commission, Henna Virkkunen, on deepening cooperation between Kenya and the European Union in trade.
“Held productive talks with Executive Vice-President of the European Commission, Henna Virkkunen, on deepening cooperation between Kenya and the European Union in trade, innovation and the digital economy,” Ruto added.
During the discussion, Kenya reviewed the implementation of the EU-Kenya Economic Partnership Agreement (EPA), under which Kenya’s exports to the European Union have grown by more than 20 per cent since it entered into force, creating jobs and expanding opportunities for our farmers and manufacturers.
On the other hand, Ruto has welcomed the progress under the EU-Kenya Digital Partnership, particularly on the Digital Dialogue and the Data Adequacy process.
A partnership, he stated, will strengthen digital trade, attract investment and enhance Kenya’s position as a leading digital hub and the world’s 11th-ranked Business Process Outsourcing (BPO) destination.
“Our partnership with the European Union continues to unlock investment, drive innovation and advance shared prosperity,” Ruto stated.
