KRA appoints Shimaka Necheza Leonard as new independent director
The Kenya Revenue Authority (KRA) has appointed Shimaka Necheza Leonard as a new independent director to its board.
KRA announced the appointment on Tuesday, November 11, 2025, through a statement on X.
“KRA welcomes Shimaka Necheza Leonard as a new independent director to the board,” the post read.
Necheza, a seasoned advocate of the High Court, brings more than ten years of experience in law, governance, and public service. KRA said his expertise in governance and strategic policy will be valuable in advancing excellence and accountability within the institution.
The authority described him as a proven leader whose knowledge of legal frameworks and organisational governance will strengthen the board’s oversight role. His appointment is part of KRA’s efforts to ensure strong governance and improve service delivery.

The announcement came a day after the authority named George Obell, MBS, as the new Commissioner for the Micro and Small Taxpayers Department (MST). His appointment took effect on November 10, 2025.
Experience
Obell had been serving in an acting capacity since the department’s creation on March 1, 2025. KRA said the decision to confirm him was part of a broader plan to enhance institutional capacity and promote efficiency in tax administration.
Obell has over 28 years of experience in tax management. Before his new role, he served as Deputy Commissioner for the Medium Taxpayers Office and Deputy Commissioner for the East and South of Nairobi Tax Service Office.
During his tenure, he led several tax reforms focusing on digitalisation, including the use of electronic invoicing systems, data analytics, and risk-based compliance strategies to improve operations. He also chairs the African Tax Administration Forum (ATAF) VAT Technical Committee, where he contributes to regional tax policy discussions.
In recognition of his work in tax reform, Obell received the Moran of the Order of the Burning Spear (MBS) from the President of Kenya.
He holds a Master of Business Administration and a Bachelor of Laws degree from the University of Nairobi, as well as a Bachelor of Science in Accounting from USIU-Africa. He is also a member of the Institute of Certified Public Accountants of Kenya (ICPAK).
