Controversial former Kamukunji and Pangani OCS Chief Inspector Samir Yunis was yesterday arrested on suspicion of using his position to rape his female junior colleagues.

Samir is expected to be charged in court tomorrow with the offence of abuse of a position of authority contrary to section 24(2)(a) of the Sexual Offences Act, 2006.

The officer was arrested by detectives from the Internal Affairs Unit (IAU) after he honoured summons to appear before IAU director.

He was briefly detained at Capitol Hill Police Station while he was being processed to appear before the Magistrate tomorrow and later released on cash bail. IAU launched investigations into the conduct of Samir following several complaints by female officers.

“The Officers wrote several complaints to Inspector General and IPOA claiming that Samir was using his position to force them into having sex with him. Those who declined were being harassed and transferred without following normal procedures,” IAU said.

Samir is said to have been using his connection at police headquarters, Vigilance House, to engineer disciplinary actions against female officers who failed to cooperate with him.

The former IG Hillary Mutyambai then directed IAU to commence an inquiry into allegations against the senior officer. During the investigation, one lady officer narrated how Samir ambushed and sexually assaulted her in South B Police line, however despite filing complaints at vigilance and DCI headquarters, nothing happened. Others too had a similar experience.

The IG, on receipt of IAU file, directed that the file be submitted to the Office of the Director of Public Prosecutions (ODPP) to review the findings and determine the way forward.

The ODPP concurred with IAU and directed that the officer be charged.
