Auditor-General Nancy Gathungu has raised queries over Sh 480.3million spent by Sports Kenya on acquisition of various goods and services.

In a report for the year ending June 2020 tabled in the National Assembly on Thursday last week, Gathungu regretted that she could not confirm whether Kenyans got value for money as there were anomalies noted in the said expenditures.

Among the areas that she raised concerns with include hiring of facilities, unsupported pension, salaries, gratuity, payment of wages, board benefits, payment of water and electricity, imprests as well as payment of feasibility studies.

Feasibility studies

With regards to feasibility studies, Gathungu raised concerns that there was an overpayment of Sh 388.8million for the provision of consultancy services for the feasibility study and development of detailed designs.

Gathungu stated that a contract was signed between Sports Kenya and PKF Kenya at a cost of Sh 117.8milion but examination of the statement revealed that Sh 507.6 million has so far been paid which is Sh 388.8 million above the contract sum.

“ In the circumstances, it was not possible to confirm that the value for money has been obtained in regard to Sh 507, 617, 038 as at 30 June 2020,” reads the report. With respect to ongoing works related to the International Sports Academy that has since been transferred to the Kenya Academy of sports, she noted that this has been overstated by Sh 34.6 milliion.

On board benefits, Gathungu revealed that the chairman of the board was paid in excess of Sh 360 000, which is against the approved rates of the Salaries and Remuneration Commission (SRC). The chairman of the board, she noted, was also paid a gross salary of Sh 100,000 for five months as honoraria instead of Sh 80 000 as per Mwongozo and SRC circular resulting to an over payment of Sh 100 000.
