President Ruto hands senior executive appointments to Owalo, Kuria, Itumbi

President William Ruto has made senior executive appointments, assigning key roles to Eliud Owalo, Moses Kuria, and Dennis Itumbi.

In a statement released by the Chief of Staff and Head of Public Service, Felix Koskei, Ruto appointed Owalo, the former Cabinet Secretary for Information, Communication & Digital Economy, as the Deputy Chief of Staff, Performance and Delivery Management.

Eliud Owalo’s role

Koskei described this role as ministerial-level, with responsibilities including the effective and efficient implementation, monitoring, and evaluation of priority projects and initiatives of the 5th administration, in line with the BETA Plan.

The office will also oversee the performance of Government Ministries, Departments & Agencies in service delivery.

“In execution of the high mandate vested in the Head of State and Government, His Excellency the President has today made appointments to augment the staff complement supporting the implementation of the Bottom-Up Economic Agenda (BETA).

“To support the Executive Office of the President in delivering its mandate, His Excellency the President has, with the approval of the Public Service Commission (PSC), appointed Mr. Eliud Owalo, EGH, as the Deputy Chief of Staff, Performance and Delivery Management. This ministerial-level appointment will, among other roles, be responsible for effective and efficient implementation, monitoring, and evaluation of priority projects and initiatives of the 5th administration in line with the BETA Plan. Further, the office is charged with overseeing the performance of Government Ministries, Departments & Agencies in service delivery,” Koskei revealed in a statement.

Kuria, the former Cabinet Secretary for Public Service, Performance, and Delivery Management, has been appointed as a Senior Advisor in the Council of Economic Advisors. This move is intended to bolster the implementation of the BETA Plan by the Broad-Based Government.

“To bolster the implementation of the BETA Plan by the Broad-Based Government, the Head of State and Government has appointed Hon. Moses Kiarie Kuria, HSC, as Senior Advisor in the Council of Economic Advisors,” the statement added.

Dennis Itumbi role

Dennis Itumbi, who previously served as a Chief Administrative Secretary (CAS) in the Ministry of ICT & Digital Economy, has been appointed as the Head of Creative Economy and Special Projects in the Executive Office of the President.

“His Excellency the President has also appointed, with the approval of the Public Service Commission, Mr. Dennis Itumbi, CBS, as the Head of Creative Economy and Special Projects in the Executive Office of the President. This appointment aims to foster the administration’s commitment to innovation and growth in the creative economy sector,” Koskei concluded.

These appointments follow the exclusion of Kuria and Owalo from the current Cabinet.
