Willis Otieno faults State House for spending Ksh2M daily on printing

In a statement posted on his social media pages on Sunday, September 7, 2025, the legal counsel questioned what the entire amount was meant for, suggesting that the State House has turned into a publishing house.
While poking holes in the expenditure, he went ahead to make his calculations, stating that if the cost of one coloured page in cyber cafés around town is Ksh10, then State House would be publishing about 220,000 pages daily. This, according to him, confirmed his suspicions that the House on the hill had essentially turned into a publishing house.
“On top of that, the State House spent Ksh2.2M daily on printing. Say they spend 10 bob per coloured page; this means they are printing 220,000 pages every day. At this rate, one has to wonder, has the State House secretly turned into a publishing house? If so, the runaway bestseller must be titled “How to Loot a Nation: A Daily Manual from State House Press”, Willis said.
He further raised concerns over the report released by the Controller of Budget on State House expenditure, which also indicated that Ksh1 billion had been spent on advisors.
Breaking down the figures, he argued that if the amount was for an entire financial year and there were 30 advisors, then each would be pocketing about Ksh2.7 million per month, translating to Ksh91,000 per day.

Nyakango report
This came after the National Government Budget Implementation Review Report for the Financial Year 2024/2025, prepared by the Office of the Controller of Budget (OCoB) and presented to Parliament by Margaret Nyakang’o, outlined significant expenditure concerns at Kenya’s State House in August 2025.

Covering the period from July 1, 2024, to June 30, 2025, the report highlights that the Executive Office of the President, under President William Ruto, spent Ksh817 million on printing services. This translates to Ksh68 million per month or approximately Ksh2.2 million per day.
According to the report, the expenditure covered the production of policy papers, executive orders, directives, proclamations, performance contracts, weekly press statements, crisis communications, regional media forums, and high-quality invitation cards for State House events, driven by the high volume of guests.
