Willis Otieno dismisses economic empowerment drives as political tools

In a strongly worded post shared on X on Friday, August 1, 2025, Otieno claimed the initiatives were tools of control disguised as policy.
“Real empowerment means access to credit, education, infrastructure, and opportunity—not brown envelopes, wheelbarrows, and empty slogans,” he wrote.
His remarks quickly went viral, reflecting a growing national scepticism around the state-backed programmes frequently touted by government officials during regional tours.
Otieno’s critique comes at a time when the ruling United Democratic Alliance (UDA) party is in the midst of a nationwide economic tour led by Deputy President Kithure Kindiki. The initiative, which involves cash disbursements in various counties, has become the subject of heated political debate.

Maanzo raises red flag over missing funds
Among the voices backing Otieno is Makueni Senator Dan Maanzo, who labelled the empowerment drives “political gimmicks designed to deceive the public.” Appearing on a local TV talk show on Thursday, July 31, 2025, Maanzo claimed that in regions like Makueni and Kitui, funds promised during such events often vanish without a trace.
“In Makueni, these fundraisers have become a game of broken promises. Money is handed out to loosely formed groups that dissolve soon after,” he said, warning that the trend undermines long-term economic growth. Maanzo advocated for the funds to be managed through regulated cooperatives under the Ministry of Cooperatives headed by CS Wycliffe Oparanya, saying such a move would ensure accountability and sustainability.
He further criticised UDA party operatives for staging empowerment events in politically cold regions, noting that the groups formed only serve political convenience before falling apart.
Wamalwa warns of democracy threat
Democratic Action Party of Kenya (DAP-K) leader Eugene Wamalwa also joined the fray, accusing the government of using empowerment tours to mask its failure to address the high cost of living.
Speaking during a K24 TV interview on Monday, July 28, 2025, Wamalwa said the state had fallen short on key promises, opting instead to distribute small amounts of cash in public displays.
Wamalwa condemned recent government crackdowns on protests and opposition figures, citing an incident in Kisii County where residents decried being given meagre handouts while their concerns went unheard.
With Deputy President Kindiki’s tours continuing and campaign rhetoric escalating, Otieno’s remarks have injected a sharp critique into the national conversation—one that is likely to define political discourse heading into the 2025-2026 season.
