Wetang’ula orders IG Kanja to be summoned over Stima Plaza dumping

Speaker of the National Assembly, Moses Masika Wetang’ula, on Wednesday, February 26, 2025, ordered the Inspector General of Police, Douglas Kanja, to be summoned regarding the garbage dumping at Stima Plaza.
Presiding over the afternoon session, Wetang’ula directed the Committee on Security led by Narok West Member of Parliament Gabriel Tongoyo to summon the IG to explain why police had not taken action against the person who dumped a heap of garbage at Stima Plaza.
While issuing the directive, Wetang’ula told the house that such behaviours needed to be punished. He argued that if it goes unaccounted for, other people would continue to perpetuate various injustices, including unleashing goons to settle their political scores.
He recalled an incident during former Governor Mike Mbuvi’s reign where sewage was dumped at Jacaranda ahead of a meeting that opposition leaders had staged on the same grounds.

Wetang’ula hence challenged the committee to summon IG to explain why proper action had not been taken against the perpetrator.
“We shall not allow this country to be reduced to a wild waste behaviour where you disagree with somebody and send goons and hooligans to go and sought out your mess… that is not Kenya,” Wetang’ula stated.
“I direct you (MP Gabriel Tongoyo) to summon the IG to find out why no action has been taken against this publicized criminal behaviour by the city government of Nairobi,” he ordered.

The same sentiments were shared by Kikuyu Member of Parliament Kimani Ichung’wah, who termed the actions barbaric, calling for his summoning for not taking action.
During the heated session on Wednesday 26, 2025, various lawmakers called out the Nairobi County government over the move, insisting that it was degrading devolved units.
Sakaja denies
Wetang’ula’s orders came hours after Nairobi Governor Johnson Sakaja absolved himself in the dumping incident.
Speaking to a section of the media on Wednesday, February 26, 2025, Sakaja stated that he only authorized enforcement measures such as blocking access to Kenya Power offices at Stima Plaza, cutting off water supply and sealing sewer lines after the power company disconnected power at City Hall.

“So on Friday we disconnected water and sewer services at Kenya Power offices, and we deployed four vehicles to block the entrance at Stima Plaza. I reprimanded the county staff for dumping garbage at the Stima Plaza entrance, as they were strictly instructed to block it, not dumping,” Sakaja told a local radio station.
However, the governor met with Kenya Power officials and agreed to end the row between the two entities.
