Ministry of Interior to spend Ksh108B in reforms

The Ministry of Interior on Thursday, June 6, 2024, revealed that it will need an estimate of Ksh108 billion for the implementation of reforms.
The reforms will focus on service delivery improvement, welfare enhancement, improvement terms and conditions, and the modernization program at the National police service, Prison Service and National Youth Service (NYS).
According to the Ministry, the estimated amount will spread over the period from 2024 to 2028.
“The implementation of reforms to the @NPSOfficial_KE,@PrisonsKe, and @NYS_Ke, focusing on service delivery improvement, welfare enhancement, improved terms and conditions, and the modernization program, will need an estimated Ksh.108 billion spread over the period from 2024 to 2028,” the Ministry said.
Speaking during the international development partners and donors roundtable meeting in Nairobi, the Ministry of Interior and National Development Principal Secretary Raymond Omollo said that formulation of the strategic implementation framework requires coordinated collaboration from stakeholders and development partners.
“Through coordinated collaboration, these stakeholders and development partners play key roles in unpacking recommendations, assessing implementation requirements and challenges, and formulating the Strategic Framework for implementing these reforms, which ensures efficient and effective service delivery,” he said.
Omollo added that collaboration with international bodies will strengthen legal frameworks and promote the exchange of expertise and resources which will help towards the implementation of effective security measures.
“During a courtesy call, I met Mark Cassayre, Permanent Observer from the International Development Law Organization (@IDLO). Collaboration with international bodies like IDLO strengthens legal frameworks and promotes the exchange of expertise, resources, and best practices towards the implementation of effective security measures,” he said.

Police, prison and NYS reforms
According to the Kenya National Task Reform recommendation on the National Police Service (NPS) transfer policy, no officer should remain at one station for more than three years.
The recommendation also notes that the National Police Service, the Prisons Service, and NYS be moved to the security sector regarding remuneration and terms of service.
The task force led by Justice Maraga also recommended an increase of 40 per cent salary of the police, prison officers and NYS.
