Sifuna asks MPs to move impeachment motion against Duale

Nairobi Senator Edwin Sifuna has urged the National Assembly to move with speed and initiate the impeachment of Health Cabinet Secretary Aden Duale once Parliament resumes from recess.

Speaking during a function in Funyula on Sunday, August 31, 2025, Sifuna emphasised that although the Senate has no constitutional mandate to initiate an impeachment motion against a Cabinet Secretary, the National Assembly has the power to act.

He urged MPs to fast-track the process to ensure Duale takes political responsibility for the ongoing corruption scandal in the Social Health Authority (SHA).

The senator expressed confidence that the National Assembly is already prepared for the motion, citing reports that sufficient signatures have been collected in readiness for tabling once the House resumes its sittings. He stressed that Duale must be held accountable for the massive theft of public funds that continues to undermine service delivery in the health sector.

SHA controversies

This comes days after Health Cabinet Secretary Aden Duale uncovered four common schemes used by hospitals to defraud the Social Health Authority of billions of shillings.

In a statement on Monday, August 25, 2025, Duale revealed that among the crafty ways healthcare providers had devised to defraud the Social Health Authority were:

Upcoding

Upcoding fraud is a deceptive and illegal medical billing practice where a healthcare provider intentionally submits codes for more severe or expensive diagnoses

This is done to receive a higher reimbursement from insurance companies, including government programmes.

Falsification of Records

This is the intentional submission of altered or false medical documentation to get higher reimbursement from medical insurance. This contravenes Section 48(5) of the Social Health Insurance Act, 2023, and Regulation 34(2)(f) of the Social Health Insurance Regulations, 2024.

Conversion of Outpatient to Inpatient

In this type of health insurance fraud, healthcare providers illegally bill for inpatient admissions for what were simple outpatient visits.
