Shock as SHA redeploys management in unclear circumstances
The Social Health Authority (SHA) has promoted and redeployed 24 officers in a management swoop that raised questions over its intentions.
The move is now being questioned by insiders who claim some juniors have been fast-tracked to manage their seniors, some of whose fate remains unknown.
“It’s a mess,” said a disgruntled SHA staff member not among the 24 officers named to senior positions without due process.
The Constitution as read together with the Public Service Commission Act and the Public Service Commission (PSC) Regulations, 2020 mandate the PSC to manage the exercise of human resource functions in ministries, departments and agencies including state corporations and public universities.
However, Wednesday evening’s decision by the SHA Board as shown in a letter signed by chairperson, Dr Abdi Mohamed (inset) has raised many questions. He wrote to all the staff deployed to Authority on December 11, informing all staff of the board’s realignment of Directors and deputy Directors “to align with the SHA-approved organisational structure and organisation’s strategic priorities”.
However, the PSC is likely to frown upon this development. In previous communication, the commission has been clear about the transition process in respect of the staff of the defunct National Health Insurance Fund (NHIF appointed on permanent and pensionable terms of service.
According to the disgruntled staff, the PSC requirements might have been overlooked in this latest move.
The move leaves Acting CEO, Robert Ingasira in charge of the Authority, with new faces from Afya House such as the Director, Benefits and Claims Management, Human Resource and Administration, ICT, Provider and Beneficiary Administration.
Other changes affect Head of Departments in Finance and Accounts, Corporate Communication, Legal Services, Standards and Quality Assurance and Beneficiary Registration.
