Ruto re-appoints KeNHA board chair

President William Samoei Ruto has reappointed Winfred Ngumi as the Non-Executive Chairperson of the Board of Directors of the Kenya National Highways Authority (KeNHA).

This was communicated through Gazette Notice No. 17354.

The notice reads: “In exercise of the powers conferred by section 5 (1) (f) (i) of the Kenya Roads Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoint WINFRED A NGUMI to be the Non-Executive Chairperson of the Board of Directors of the Kenya National Highways Authority, with effect from the 28th November, 2025, up to 23rd November, 2026.”

Kabebea’s appointment revoked

The appointment of Josephat Gichunge Mwirabua Kabebea as Member and Chairperson of the Board of Directors of the Anti-Counterfeit Authority has been revoked.

The decision is contained in Gazette Notice No. 17390 published on November 28, 2025, and signed by Cabinet Secretary for Investments, Trade and Industry, Lee Kinyanjui.

According to the notice, the revocation takes effect immediately. Kaberea had been appointed through Gazette Notice No. 1417/2023. The move marks the end of his tenure at the helm of the agency mandated with combating illicit trade and counterfeit goods in the country.

The Gazette notice states: “In exercise of the powers conferred by section 6 (1) (a) and (h) of the Anti-Counterfeit Act, as read together with section 51 (1) of the Interpretation and General Provisions Act, the Cabinet Secretary for Investments, Trade and Industry revokes the appointment of Josephat Gichunge Mwirabua Kaberea as a Member and Chairperson of the Board of Directors of the Anti-Counterfeit Authority, with effect from the 28th November, 2025.”

The notice highlighted that the revocation takes immediate effect.

Kabeabea is a Kenyan politician and public official renowned for his tenure as Member of Parliament for Tigania East Constituency from 2017 to 2022.

Following his electoral defeat in 2022, he was appointed in February 2023 by then-Cabinet Secretary for Investments, Trade and Industry, Moses Kuria, as the Chairperson and Member of the Board of Directors of the Anti-Counterfeit Authority (ACA), a role he held until its revocation on November 28, 2025.

Fresh appointments

In separate gazette notices issued on the same day, Education Cabinet Secretary Julius Ogamba made several new appointments to university councils.

He appointed Ruth Charity Wanyonyi, Edita Wambeti Njue, Emmanuel Bore Ng’etuny and Thuranira Thimangu as Members of the Council for Tharaka University for a three-year term effective November 28, 2025.

CS Ogamba also appointed Robert Nyanjui Wainaina and Peter Bunei Mastamet as members of the Council of Maseno University for a similar three-year term.

Transport Cabinet Secretary Davis Chirchir appointed Joyce Nyambura Mundara and Kenneth Wando Odhiambo as Members of the Board of the Kenya Urban Roads Authority for a three-year term effective November 28, 2025.
