Ruto makes true his first-world dream, confirms cabinet plan to unlock Ksh5 trillion
By Joel Masibo, December 14, 2025President William Ruto has announced a long-term strategy aimed at transforming Kenya into a first-world nation, anchored on the establishment of a National Infrastructure Fund expected to mobilise Ksh5 trillion for large-scale development projects.
Speaking during a church service at AIPCA on Sunday, December 14, 2025, in Kiambu, Ruto said the plan will be rolled out on Monday, December 15, 2025, at a scheduled cabinet meeting through a special national framework that seeks to finance transformative infrastructure.
Ruto emphasised that transforming Kenya into a first-world economy will be a realistic journey that will start on Monday, December 15, 2025. He also rebuked leaders opposing the vision, adding that the plan is in place to give Kenya a new face.
”Tomorrow, Monday, you heard me announcing recently, we have a cabinet meeting that will do key things. Tomorrow is when willl officially start our journey transforming Kenya from third-world to first-world. Tomorrow is when we will pass a special fund, National Infrastructure Fund that will be used to raise Ksh5 trillion of transforming this country. We are not joking, Kenya must be transformed by all means possible,” he said.
Also, Ruto announced major infrastructure investments aimed at easing traffic congestion and improving mobility for residents of Kiambu County, revealing that the government has already set aside Ksh4.1 billion in the current budget for road projects in the region.

The president said the funding will go toward upgrading and expanding key road networks that serve thousands of daily commuters travelling between Kiambu and Nairobi. He singled out the Muthaiga–Kiambu–Ndumberi road as a priority project due to persistent congestion that has disrupted economic activity.
“I have already put money in your budget, Ksh4.1 billion for your roads here in Kiambu,” President Ruto said.
Ksh22 billion for dual carriageway
The president further announced that the government has completed planning for the dualing of the particular road, a project expected to significantly cut travel time for commuters who rely on the corridor daily.
He disclosed that Ksh22 billion has already been secured to finance the construction of the dual carriageway, noting that the project will address chronic traffic jams that currently see motorists spend more than 50 minutes on a stretch that should ideally take about 10 minutes.
“As many Kiambu residents commute to Nairobi, the road often experiences heavy traffic congestion. Commuters waste a lot of time on that road,” Ruto said.
Project launch
President Ruto confirmed that he will personally return to Kiambu in February 2026 to officially launch the project. Once completed, the dual carriageway is expected to decongest the route and support faster movement of people and goods between Kiambu and the capital.
