President William Ruto has removed Isaac Mwaura as Government Spokesperson and redeployed him to head the Office of Diversity, Inclusion and Disability Rights in the Executive Office of the President, with Charles Owino Wahong’o appointed to take over the spokesperson’s role.

The changes were sanctioned by the Public Service Commission (PSC) as part of promotions and redeployments affecting senior ranks within the Executive as published on Tuesday, July 21, 2026.

According to the PSC, Mwaura has been promoted and redesignated as the Head of the Office of Diversity, Inclusion and Disability Rights in the Executive Office of the President.

“Hon. Isaac M. Mwaura promoted and redesignated as Head of the Office of Diversity, Inclusion and Disability Rights, Executive Office of the President,” the notice read.

Meanwhile, Charles Owino Wahong’o has been redeployed from the Ministry of Information, Communications and the Digital Economy to serve as the acting Head of Government Communications and has also been appointed Government Spokesperson in the Executive Office of the President.

“Charles Owino Wahong’o redeployed from the Ministry of Information, Communications & the Digital Economy as the acting Head of Government Communications and appointed as the Government Spokesperson, Executive Office of the President,” the notice read.

Isaac Mwaura

Isaac Mwaura is a former nominated senator and one of Kenya’s most prominent advocates for the rights of persons with disabilities. He was appointed Government Spokesperson by President William Ruto in 2023, replacing Cyrus Oguna.

In that role, he served as the official voice of the Kenya Kwanza administration, issuing statements and addressing the media on government policies, national security, economic reforms and other key state matters.

Charles Owino Wahong’o

Charles Owino is a former police spokesperson with decades of experience in public service and strategic communications. He previously served as the National Police Service spokesperson, where he became one of the country’s most recognisable security communication officials, regularly briefing the media on crime, security operations and national emergencies.

After leaving the National Police Service, Owino joined the Ministry of Information, Communications and the Digital Economy, where he worked in government communications before his latest appointment.

Under the PSC changes, he has been redeployed to the Executive Office of the President as the acting Head of Government Communications and appointed Government Spokesperson, making him the chief government communicator.
