Ruto: All promises in my manifesto will be delivered

President William Ruto has defended his administration’s performance, insisting that the government will fulfill all the promises outlined in its election manifesto.
Speaking on Thursday, June 19, 2025, at the opening of a high-level National Executive Retreat at the KCB Leadership Centre in Karen, Ruto pushed back against growing public sentiment that his administration had over-promised and under-delivered.
The two-day retreat brought together all Cabinet Secretaries and Principal Secretaries to evaluate the government’s progress, particularly amid a slowing economy and increasing unemployment.
“The accusation I often get is that we over-promised. But I want to tell you, we did not over-promise. We promised what is doable,” Ruto said.
“All the commitments we made to the people of Kenya are documented in our manifesto, and I am very clear in my mind that we will deliver on that manifesto successfully.”
Focus on delivery
Ruto emphasized that the government’s development blueprint is not a collection of political slogans but a clear, actionable plan. He reiterated that the administration’s priorities remain anchored on transformation, reform, and doing things differently from previous regimes.

“This administration was elected on a platform of transformation,” Ruto said. “And we are determined to do things differently. Our commitments are not just promises; they are targets we will meet.”
The retreat, he added, provides a critical opportunity for senior government officials to reflect on progress, identify gaps, and align implementation with the expectations of Kenyans.
Economic pressures acknowledged
The president’s remarks come amid growing public frustration over the rising cost of living, increased taxes, and high youth unemployment.
The economy has shown signs of stagnation, prompting criticism from various quarters about the pace and focus of the government’s reforms.
Ruto acknowledged these challenges but maintained that the administration remains committed to turning the tide through structured reforms and policy discipline.
A call to cabinet
Ruto urged Cabinet Secretaries and Principal Secretaries to move from planning to execution, stressing that visible results in key sectors such as housing, agriculture, health, and the digital economy will be the true measure of success.
“We must be bold, focused, and urgent. Kenyans are watching and expecting results,” he said.
The National Executive Retreat continues through Friday, with each ministry expected to present a performance report and outline its roadmap for the next fiscal year.
