Ruku promises to address delays in issuance of good conducts
By Achieng' Mary, April 22, 2025Public Service Cabinet Secretary (CS) Geoffrey Ruku has continued to affirm his commitment to quality service delivery to citizens.
Speaking when he made an impromptu visit to Huduma Centre in Thika on Tuesday, April 22, 2025, Ruku who assessed the facility, noted various areas that needed improvement, emphasizing his need to improve service delivery.
In particular, the CS mentioned that his ministry will expedite the issuance of Good Conduct certificates and other essential services, across all Huduma Centres countrywide.
This follows after complaints raised countrywide over the delays of the good conduct certificates inconveniencing several Kenyans seeking employment opportunities.
He also noted that the ministry will work closely with the Directorate of Criminal Investigations (DCI) to address the issue and fasten issuance.

“There is an issue to do with police clearance that is good conduct, when they take the necessary details getting good conducts from DCI is taking some time. We will be working very closely with DCI to ensure there is very smooth and quick release of good conduct, because most of this requirements are time bound,” CS Ruku said.
He also disclosed that the government was considering decentralizing the issuance of passports to Huduma Centre to enhance service delivery.
According to the CS, this will help bridge the gap of passport issuances particularly to those seeking employment abroad.
“Also there is one service that most Kenyans come to Huduma Centre asking if we offer, we will be working with the ministry of immigration to ensure also passports registrations can be processed Huduma Centres,” he said.
“As a government we will work to see if we can have many immigration services offered at Huduma Centre.”
Further, the vocal CS called on civil servants to put their armor on and serve the people warning that failure to serve will attract consequences in accordance with the law.
He also emphasized that his ministry will closely cooperate with other departments to enhance effective service.
