Principal Secretary, State Department for Internal Security and National Administration, Raymond Omollo, has issued a stern warning to candidates following an incident where two people were killed and several others injured following clashes between supporters of two Kasipul parliamentary by-election candidates during a political rally on Thursday, November 6, 2025.

Speaking on Saturday, November 8, 2025, during the Women’s Economic Empowerment Programme in Ugunja, PS Raymond Omollo announced that the security agencies would not tolerate any insecurity incidents ahead of the November 27, 2025, by-elections.

The PS maintained that the security officers are well briefed on how to handle such situations and maintain order.

“Let us maintain peace, let us work closely with our security officers so that we do not have any more loss of lives and injuries because there is no point leading people after you have killed them,” the CS stated.

“Our politics will not allow violence, and for anyone who thinks they will get away with it, our security agencies are well briefed to deal with you,” he made it clear.

Preparedness

At the same time, the PS announced that all the security organs are prepared ahead of the November polls. He assured the country that the security teams, together with the Independent Electoral and Boundaries Commission, had put in place measures to ensure the mini-polls are peaceful.

“Our security agencies, in close coordination with the Independent Electoral and Boundaries Commission (IEBC), have put in place comprehensive measures to ensure that the forthcoming by-elections across the country are conducted in a safe, transparent and orderly manner,” the PS remarked.

“We assure all Kenyans of their security and urge voters, candidates and political leaders to uphold peace, respect the rule of law and allow the democratic process to unfold without disruption.”

Kasipul chaos

IEBC chairperson Erastus Ethekon condemned the violence witnessed in Kasipul and led to two deaths, calling it “senseless” and warning that those who breach the Electoral Code of Conduct risk disqualification.

He said the commission had sent a team to establish the facts and recommend action against offenders.

The confrontation occurred at the Opondo area in Central Kasipul Ward when supporters of independent candidate Phillip Aroko and ODM’s Boyd Were engaged in violent skirmishes.

The two candidates attended a peace meeting on Friday, November 10, 2025 and vowed to call their supporters to order.
