NTSA institutes measures to protect all road users
By Kiprono Keileb, September 19, 2025The National Transport and Safety Authority (NTSA) has unveiled a comprehensive action plan aimed at improving road safety and protecting vulnerable road users, particularly pedestrians and motorcyclists.
According to the agency, the initiative will prioritise enhancements in road design and safety measures across the country.
“The Action plan emphasises enhancing road design and safety measures to protect all road users, including the vulnerable pedestrians and motorcyclists,” NTSA stated on their official X account on Friday, September 19, 2025.
The launch was accompanied by an inter-agency conversation and dialogue on road safety, bringing together stakeholders from across the transport, infrastructure, and law enforcement sectors to coordinate efforts.

Key elements of the plan focus on infrastructure safety and safe road management. NTSA highlighted the need to improve the classification, design, and use of the road network while scaling up safety engineering measures in designated high-risk corridors and urban areas.
“Comprehensive interventions in high-risk corridors and urban areas” are among the priority actions, alongside initiatives to build capacity in road safety engineering, conduct road safety assessments, and carry out systematic audits.
NTSA also plans to establish roadside stations and amenities designed to enhance safety and convenience for road users. The agency said it is working to finalise and deploy an Urban Street Design Manual, which will guide future projects and promote non-motorised safety demonstration projects.

The approach targets both urban centres and vulnerable points along the country’s busiest highways, where accidents involving pedestrians and motorcyclists have been historically high.
By implementing these measures, NTSA aims to reduce road traffic incidents while fostering a culture of safety across the country. “Road safety engineering capacity building, safe road design and management, and the development of roadside stations and amenities are key steps to ensure safer mobility for all,” the agency noted.
The rollout of this action plan marks a critical step in Kenya’s efforts to modernise its transport system and safeguard citizens. Stakeholders and the public are expected to collaborate closely with NTSA in executing the planned interventions and monitoring their impact.
