New DCI boss Amin promises far-reaching reforms, cautions detectives

The new Directorate of Criminal Investigations (DCI) Director min Mohammed Ibrahim has promised to reform the agency after being sworn into office on Wednesday, October 19.
Speaking at the DCI headquarters on Kiambu Road, Amin called on detectives to be forthright in their investigations and serve Kenyans without prejudice, in strict conformity to the law.
The new DCI boss met directors of various departments and section heads based at the headquarters.
He noted that whereas a majority of Kenyans were happy with the work done by detectives so far, a few rotten eggs existed in the agency and there was a need to deal with them within the established disciplinary mechanisms.
“We must deliver on our mandate to Kenyans and practices such as sitting on cases to defeat justice will be a thing of the past. I will particularly have no sympathy for officers engaged in partial investigations and malicious prosecution of individuals,” he stated.
The top detective urged the senior officers to ensure that detectives working under them were disciplined and conducted themselves in a manner that inspired public confidence.
”The Service Standing Orders (SSO) are very clear on the conduct of police officers and you are urged to strictly operate within the confines of the SSO while observing the chain of command,” said the director.
DCI boss to audit investigations

Amin vowed to ensure that investigations were audited daily and in greater detail with a fine tooth comb, so that files forwarded for prosecution meet the required threshold to secure convictions.
He said he would be taking action progressively to ensure that the needs and requirements of every officer were addressed in a fair manner.
After addressing the officers, a brief handover ceremony was conducted, with Dr Hamisi Masa, who was heading the directorate in an acting capacity passing over the baton to the new director.
The DCI Director was sworn into office this morning at the Supreme Court, in a ceremony presided over by the Chief Justice and President of the Supreme Court Hon Lady Justice, Martha Koome.
Also present during the ceremony were the Ag Inspector General Noor Gabow, the Chairman National Police Service Commission Eliud Kinuthia, and the Deputy Inspector General in-charge of the Kenya Police Service, Edward Mbugua, among other senior officers and commissioners of the NPSC.
