Nandi Woman Rep Cynthia Muge fires back at Duale after chaotic confrontation with Kibagendi

Nandi Woman Representative Cynthia Muge has condemned the conduct of Health Cabinet Secretary Aden Duale during the chaotic confrontation with Kitutu Chache MP Anthony Kibangendi in a Health Committee meeting on Tuesday, October 14, 2025.

In a Facebook post, Muge called out Duale for employing the very trait he accused Kibangendi and other committee members of, branding the CS as the “intimidator-in-chief”.

Intimidator

“Duale is the intimidator-in-chief. He keeps claiming to be being intimidated as a defence strategy,” she said.

The legislator regretted the altercation and shouting match between Duale and MP Kibangendi, which portrayed a negative image of the committee. However, she felt it was essential to expose Duale’s condescending attitude.

“I’ve been in parliament for a while, but I’ve never seen such a situation,” Muge said.

“I thank God I have better composure than other members. I want to apologise for the image that we portrayed out there. I agree that the thing that will go out there is the name-calling that we just witnessed, but I want to encourage the media to be able to take it out there to highlight the CS’s behaviour.”

“The condescending attitude of the CS towards this committee has been noted. That’s exactly what the CS is, and he’s all about it. It has been displayed in broad daylight.”

During the sitting, Duale and the MP traded personal accusations over the Social Health Authority (SHA) fraud claims after the lawmaker had disrupted the proceedings, accusing the Cabinet Secretary of attempting to intimidate the committee.

“You cannot intimidate this committee. We are not your children for you to dictate how we run our business,” Kibagendi said.

The verbal exchange escalated as both Duale and Kibagendi accused each other of fraud. Committee Chair James Nyikal was forced to intervene several times to restore order, with CS Aden Duale threatening to push for the removal of the MP from the Parliamentary Health Committee over misconduct.

The situation got worse as the MP ignored the call of order from the committee chair before he was escorted out of the room by the sergeants-at-arms.

In defence of MP Kibagendi, a vocal Muge questioned the chair’s decision to oust Kibagendi while Duale was allowed to proceed after both were visibly out of order.

“The shouting has been between the two. Why are you kicking out Kibagendi and leaving the CS seated here?” she asked.
