Museveni: We’re very lucky to have Ruto in charge of Kenya
By Kiprono Keileb, November 23, 2025Uganda President Yoweri Museveni praised President William Ruto for his leadership and commitment to Pan-Africanism, saying East Africa is very lucky to have him.
Speaking during the groundbreaking ceremony of the Devki Steel project in Toronto, Uganda, on Sunday, November 23, 2025, Museveni said that Kenya is lucky to have President William Ruto as the president.
“President William Ruto is a good Pan-Africanist and also active in terms of implementation. We are very lucky to have President William Ruto in charge of Kenya; you can now see the fruits of now,” Museveni said.

Museveni highlighted Ruto’s role in encouraging private sector investments in the region. “He is the one who has encouraged Guru of Devki Company, yes, Guru is a private sector, but Ruto encouraged him,” the Ugandan leader noted.
The two leaders discussed collaborative plans on regional infrastructure, particularly the Kenya Pipeline, which is set for expansion and joint investment. Museveni emphasised the need for rationalising the transport system.
“The transport system is now irrational; we need to rationalise it. There are petrol tankers carrying petrol on our roads. We need to separate, fuel to go through the pipeline, toka kwa barabara, those carrying heavy cargo should leave it to the Railway,” he said.

The Ugandan president also applauded Ruto’s vision for dual carriageways and the broader pipeline initiative, which he said would curb fuel theft and streamline distribution.
“You have heard what President Ruto said about dual carriage. I am very happy with what President Ruto is doing in the pipeline we will co-invest together; those people who steal fuel will not have a chance to steal because fuel is on the pipeline. This shows the future is very bright,” Museveni added.
KPC co-ownership
President William Ruto had earlier suggested the need for co-owning the Kenya Pipeline Company with the Ugandan government. “I reiterate that we will work together with Uganda. I commend you, President Museveni, for agreeing to work with us. The ministers were in Nairobi last week, and I have given them the appropriate guidance on the need for Uganda and Kenya, public and private, to jointly own the Kenya Pipeline Company,” President Ruto said.
The President highlighted that the government of Kenya plans to divest up to 65 per cent of the company’s shares, creating opportunities for Ugandan investors as well as other East Africans to participate.
