MPs endorse new rules to standardise and accredit qualifications across education levels

Members of Parliament have approved new regulations aimed at harmonising the classification and accreditation of qualifications across all levels of education in Kenya.

In a statement released on its Facebook account on August 12, 2025, Parliament announced that the Committee on Delegated Legislation, chaired by Ainabkoi MP Samuel Chepkonga, has considered and adopted the Kenya National Qualifications Framework (General) Regulations, 2025, following extensive consultations with education stakeholders.

During the session, Education Cabinet Secretary Julius Ogamba presented a briefing to the committee alongside officials from the Kenya National Qualifications Authority (KNQA), led by CEO Alice Kande and Council Chairperson Stanley Kiptis.

“The Committee on Delegated Legislation has considered and adopted new regulations aimed at creating a structured system for classifying qualifications across different levels of education,” the statement reads.

In his address, CS Ogamba confirmed that lawmakers’ proposals from the April 1, 2025, meeting had been incorporated into the revised draft submitted for consideration.

“He defended the regulations, saying they would harmonise and standardise education and training, enabling the portability, mobility, and recognition of qualifications,” the statement adds.

New proposals

Under Clause 26 of the regulations, a formal accreditation system for qualifications will be established, requiring any foreign educational institution seeking to award qualifications in Kenya to be accredited by the relevant regulatory body.

Parliament further reveal that the regulations propose a framework to quantify learning and progression within qualification awarding systems while recognising skills and competencies gained through non-formal and informal education pathways.

Additionally, the new framework seeks to establish a national qualifications database and a central register for all quality awarding bodies, creating a comprehensive system for tracking and verifying educational credentials.

Following the committee’s endorsement, Parliament announced that members will now prepare a comprehensive report on the proposed regulations before presenting it to the House for final consideration and approval.
