MPs call for efficiency rewards and accountability in NG-CDF management
Members of Parliament have called for the establishment of a recognition system to reward efficient National Government Constituencies Development Fund (NG-CDF) managers while holding underperforming ones publicly accountable across the 290 constituencies.
In a statement posted on its X account on August 26, 2025, Parliament announced that the Decentralised Funds Accounts Committee, chaired by Mwingi Central MP Gideon Mulyungi, recommended that the NG-CDF Board develop mechanisms to recognise exemplary service delivery.
“The Decentralised Funds Accounts Committee seeks to recommend the recognition and possible award of accolades to specific NG-CDF Managers for commendable service delivery,” the statement reads.
Performance-based recognition system
While speaking in Kisii County, where the committee convened meetings to audit reports from the Office of the Auditor General concerning Bomachoge Chache, Kitutu Chache North, and Kitutu Chache South constituencies for the financial years 2013/14 to 2022/23, the MPs emphasised the need for a balanced approach that rewards excellence while addressing poor performance.
“It is time that the NG-CDF Board gives due recognition and accolades for work well done by some of these managers,” Kitui Rural MP David Mboni said.
He also stressed the importance of public accountability for underperforming managers.
“And in the same way, the underperforming managers should be called out publicly so as to improve their service delivery,” he added.

During the session, the committee specifically praised Kitutu Chache North Constituency Account Manager Edwin Kimutai, calling on the Board to convene a forum for all account managers, the Board, and MPs to address audit matters.
“Mr. Mutai is clearly a very hands-on Account Manager, despite handling two Constituencies simultaneously. He should be cited as an example for others to emulate,” Nominated MP Dorothy Muthoni stated.
Systemic challenges
Committee Chairperson Mulyungi called for comprehensive stakeholder engagement to address systemic challenges in fund management.
“Our experiences from working with and auditing these managers should be used as a guide by the Board to promote, reward, retain, and even dismiss them accordingly,” he stated.
He emphasised the need for collaboration among key institutions to ensure the fund’s sustainability.
“The Office of the Auditor General, the National Treasury, and the National Assembly must come together and discuss this matter for the sustainability of the Fund, and ensure efficient service delivery to the people,” Mulyungi added.
The committee is scheduled to continue its audit work on additional constituencies in Kisii County in the coming days.
“The Committee is scheduled to continue its audit of the accounts of Nyaribari Chache, Nyaribari Masaba, Kitutu Masaba, Borabu, and South Mugirango Constituencies in the next couple of days in Kisii County,” the statement noted.
