The Kenya Union of Post Primary Education Teachers (Kuppet) has called for promotion of over 1,000 teachers who have stagnated in the same job group for over 10 years.

Kuppet Secretary General Akelo Misori said the teachers should be promoted immediately, noting that some of them have attended several interviews for promotions since Career Progression Guidelines (CPG) started but have not been successful.

“Some of the teachers have attended two or three promotion interviews since the CPGs started but have been systematically suppressed. Most of the teachers were converted from the former job group M into C5 while others were converted from L into C3,” said Misori.

He was speaking during the full Kuppet National Executive Board accompanied by their technical team, who are on a five-day retreat with TSC in Naivasha.

Meeting was called by TSC after Kuppet raised questions into the list of promotions of 51,000 teachers between May last year and this month.

Upon the publication of TSC’s promotion list, Misori said the union identified more than 14 teachers who had died or retired but were included.

The list, he added, contained many Curriculum Support Officers who are not serving teachers and other staff at TSC Secretariat who unfairly benefitted from promotions meant for teachers.

“Kuppet has tabled a list of about 1,000 teachers who have not earned any single promotion for more than 10 years and demanded their immediate promotion,” he said.

The union has also demanded absorption of all Board of Management (BoM) teachers into TSC employment.

“These teachers are doing the commission’s work yet when employment comes, others are brought in from outside to take their place. The best thing to do is to employ them,” Misori stated.
Union has also demanded the revision or abolishment of CPGs, which Misori noted that has failed to address stagnation.

Other demands the union presented was reinstatement of allowance for acting administrators.

“It is ludicrous for the commission to say no teacher in some of our schools are qualified to be a deputy principal when there is someone performing that function successfully,” said Kuppet National chairman Omboko Milemba.
