Koome pushes Court of Appeal to modernise systems, improve justice delivery

Chief Justice Martha Koome has challenged the Court of Appeal to embrace innovation, strengthen efficiency and deliver justice that meets public expectations as the Judiciary continues with reforms aimed at improving service delivery.

In a statement shared on her X account on Thursday, July 16, 2026, Koome said the appellate court has a critical role in leading the Judiciary towards achieving excellence through improved systems, effective case management and data-driven performance.

“The Court of Appeal has a critical responsibility to lead the Judiciary in meeting the legitimate expectation of a court of excellence,” Koome said.

Focus on faster and efficient justice

The Chief Justice said the court must continuously adopt modern approaches that enhance efficiency, responsiveness and access to justice for Kenyans.

She noted that improved case management, streamlined processes and court-based solutions are key in reducing delays and strengthening public confidence in the justice system.

“This demands continuous innovation through improved case management, data-driven performance, streamlined processes and court-based solutions that enhance efficiency and responsiveness,” she added.

Appellate court tasked with shaping jurisprudence

Koome further emphasised that beyond administrative reforms, the Court of Appeal has a constitutional responsibility to develop jurisprudence that guides the country’s legal framework.

She said the court, as Kenya’s principal appellate court, must deliver decisions that uphold constitutional values, protect rights and strengthen the rule of law.

“Equally important is the Court’s jurisprudential mandate. As the country’s principal appellate court, it bears the responsibility of developing principled and transformative jurisprudence that faithfully gives effect to the Constitution,” Koome said.

Protecting rights through strong legal guidance

The Chief Justice added that decisions from the Court of Appeal should provide clear direction to lower courts and public institutions while advancing constitutional governance.

Her remarks come as the Judiciary continues efforts to modernise its operations through digital systems, improved court processes and reforms aimed at reducing case backlogs.

Koome has repeatedly called for a justice system that is accessible, efficient and responsive to the needs of citizens, saying strong institutions are essential in upholding the rule of law and protecting fundamental freedoms.
