Kacheliba MP explains how SHA controversy risks damaging Ruto’s legacy
Kacheliba MP Titus Lotee has called on President William Ruto to urgently address corruption within the Social Health Authority (SHA), warning that failure to act could damage his legacy.
Speaking during a local television interview on Tuesday, August 26, 2025, the legislator stressed that SHA is one of the president’s key flagship projects, describing it as a defining marker of his administration.
He noted that continued public dissatisfaction with the scheme, coupled with reports of mismanagement, threatens to erode public trust in the initiative and the president’s leadership.
Lotee urged the president to take firm action against individuals implicated in mismanaging the authority, including senior officials overseeing its operations.
He emphasised that Kenyans are closely monitoring how the government handles the matter, adding that visible accountability would demonstrate the president’s seriousness in fighting graft.
“I think it’s time we speak to the president. This is your baby; Kenyans are looking upon this thing to work. Your legacy starts here. If nothing happens to the people who are trying to muddy this thing, then, Mr President, you are throwing your legacy into the mud. Please, can you take charge and make sure that the culprits that are trying to soil SHA are brought to book, arrested, publicly announced, and detained? People need to see heads rolling. Unless this is done, you are putting your legacy at stake,” Lotee stated.
No action taken
According to the MP, concerns surrounding the management of SHA have persisted despite assurances that the scheme would transform healthcare delivery.
He pointed out that issues involving the scheme, with officials like the Cabinet Secretary, the Principal Secretary, Chief Officers, and the SHA board being in place and taking no action, have raised questions about his commitment to make sure that the scheme works.

We have actually seen the people that the president has put to manage SHA, starting from the Cabinet Secretary, the S, the COS, and the board. We have seen that there is an issue with SHA. Kenyans have been looking upon the president, and he actually promised that SHA is going to be a game changer,” he added.
The legislator maintained that unless decisive measures are taken to restore order and accountability, the scheme risks becoming a source of public disappointment rather than the game changer it was intended to be.
