Joho warns police against arbitrary arrests of fishermen

Blue Economy and Maritime Affairs Cabinet Secretary Hassan Joho has cautioned law enforcers against the arrests of fishermen accused of violating marine laws.
Speaking at the Blue Economy conference in Homa Bay on Wednesday, May 28, 2025, Joho directed the officials mandated to protect the lake from harmful practices to use alternative means when enforcing maritime laws.
He noted that subjecting the fishermen to arbitrary arrests whenever they are accused of contravening marine regulations should not be the agency’s regular activity, noting that some of the cases of violations can be solved amicably by reaching out to the ministry officials for assistance.
“Instead of regularly arresting them (the fishermen) for using illegal nets, come to my office to get recommended nets for them,” he said.
The government, he said, is committed to directly supporting fishermen by providing financial assistance, improving safety and ensuring sustainable fishing practices.
“The government is actively working to provide necessary support to the fishing sector. We want our fishermen to operate in a safe environment while undertaking their normal activities,” Joho said.
The CS further announced that the government will spend Ksh300 million to purchase rescue boats to enhance rescue operations in the lake.
He said discussions at the conference, under the theme ‘Our Water Our Wealth’, aim to revitalise the blue economy potential in the lake region.
Key sector
The conference is being held as a precursor to the 62nd Madaraka Day National celebrations to be hosted in the county on June 1, 2025.
“We will engage in more meaningful discussions on blue economy and maritime affairs on Madaraka Day,” he added.
Homa Bay Governor Gladys Wanga called for swift interventions to address challenges facing the agriculture sector. She stated that Homa Bay depends on agriculture as its main economic mainstay.
“To solve some of these challenges, our agricultural officials must be in touch with the farmers,” she said.
The county boss added that the blue economy is considered a key enabler of the economy in the lake region as it supports livelihoods.
Her deputy, Oyugi Magwanga, called for more support for fishermen to enhance their safety during fishing activities.
During the conference, several fishermen who engaged in correct practices were rewarded for their efforts in conserving the lake.
