IEBC lists areas excluded from mass voter registration

The Independent Electoral and Boundaries Commission (IEBC) has announced the rollout of the Enhanced Continuous Voter Registration (ECVR) exercise, while listing several electoral areas that will be excluded from the nationwide drive.

In a statement shared via X on Monday, March 30, 2026, the commission said the 30-day registration exercise, which has kicked off, will run until April 28, 2026, as part of efforts to boost voter numbers ahead of the 2027 General Election.

“Today! IEBC is launching Enhanced Continuous Voter Registration (ECVR). The exercise will take place for 30 days up to Tuesday, 28th April 2026,” the IEBC stated.

Areas excluded from registration

In its notice, IEBC stated that the ECVR exercise will not be conducted in areas with scheduled by-elections or ongoing election petitions.

The affected areas include Porro Ward, Endo Ward, Emurua Dikirr Constituency, Malava Constituency, and Mbeere North Constituency.

The commission explained that the exclusion is necessary to avoid interference with active electoral processes in those regions.

“NB: ECVR shall NOT be undertaken in electoral areas with scheduled by-elections (Porro Ward, Endo Ward, and Emurua Dikirr Constituency) and ongoing election petitions (Malava Constituency and Mbeere North Constituency),” the notice reads.

Nationwide registration plan

Despite the exclusions, IEBC confirmed that voter registration will take place across the rest of the country using multiple access points to ensure inclusivity.

The exercise will be conducted in County assembly wards on a rotational basis, at universities and colleges within constituencies, Huduma Centres, IEBC constituency offices, and the IEBC Customer Experience Centre at Anniversary Towers in Nairobi.

“Voter Registration during ECVR will take place in: a) County Assembly Wards on a rotational basis in accordance with kit movement schedules, b) Universities and Colleges in respective Constituencies, c) Huduma Centres, d) IEBC Customer Experience Center – Anniversary Towers, Nairobi, e) IEBC Constituency offices,” IEBC stated.

IEBC’s ECVR target

IEBC has set a target of registering 2.5 million new voters across the country during the exercise.

IEBC Chairperson Erustus Ethekon said the nationwide drive marks a critical milestone in preparations for the 2027 General Election, with a strong focus on expanding access and increasing participation, particularly among young people and first-time voters.

“The Commission has redesigned the voter registration process to address challenges experienced in previous exercises, introducing a more inclusive and decentralised approach,” he stated.

“Under the new framework, voter registration services will be moved closer to the people, shifting from constituency offices to ward and village levels.”
