Govt to roll out unified human resource system for public staff
The government will roll out a unified human resource information system for staff in the public sector in July 2024, the Cabinet Secretary of Treasury Njuguna Ndung’u has said.
Speaking on Thursday, June 13, 2024, during the budget reading for the year 2024/2025 Financial Year, Ndung’u said the system would be launched to cover the entire public service and that it will be linked with the Kenya Revenue Authority’s (KRA) itax to facilitate the remittance of PAYE to the state.
This was in response to the growing public wage bill that the government said stood at 38.2 per cent as a ratio of total revenue in 2021.
Ndung’u said that the state would continue with austerity measures started during the 2021/2022 financial year in a bid to bring down the wage bill.
He added that the Salaries and Remunerations Committee (SRC) will be required to review the salaries and allowances of all public staff to reduce the wastage of resources.
“Further actions planned in containing the wage bill include first, all ministries, departments, agencies and county governments should review and rationalise their staff establishment to ensure affordability, fiscal sustainability with the right composition and skill-set,” Ndung’u noted.
“The government will roll out a unified human resource information system for the entire public service in July. The system consolidates human resource and payroll data in the public service for access in a single warehouse.”

“The Salaries and Remunerations Commission will continue to streamline salaries and allowances paid in the public sector through harmonisation and rationalisation of categories, rates and rules for allowances and the SRC will continue to review allowances contained in the collective bargaining agreements and align them to the provisions of allowance policy framework,” he added.
The 2024/2025 budget is set at a staggering Ksh4 trillion with the government projecting the total revenue to be collected during the same period to be Ksh3.34 trillion.
The ambitious targets are expected to come from a proposed finance bill set to be tabled in Parliament on Tuesday, June 18, 2024, with some of the clauses already generating mixed reactions among members of the public.
