Huduma Kenya reaffirms free ID directive, urges patience during rollout

In a press statement released on Wednesday, October 29, 2025, the Huduma Centre emphasised that the government is fully committed to ensuring every eligible Kenyan receives an ID without paying any fee. The clarification comes amid growing public concern following reports suggesting the directive might have been suspended.
“Huduma Kenya wishes to inform our customers that the presidential directive on the issuance of ID Cards for free still remains, and the organisation has NOT contradicted it in any way,” the statement read.

Huduma Centre explained that the process of implementing the directive is ongoing, with internal system and administrative adjustments being finalised to align operations across all Huduma Centres in the country.
“Its implementation is underway and we urge for your patience,” the statement continued, acknowledging that many Kenyans have been seeking clarity on when the free issuance will take full effect.
Huduma Kenya also appealed to citizens to bear with temporary delays as government systems are synchronised to accommodate the policy shift. Officials noted that the changes are meant to ensure that once the rollout begins, it will be seamless and sustainable.

“We appreciate your patience and understanding as the necessary administrative and system adjustments are finalised to ensure seamless service delivery,” the agency added.
The presidential directive to offer free IDs was first issued to ease the financial burden on citizens, especially the youth applying for identification cards for the first time. The move was widely praised as a step toward inclusivity and improving access to essential government services tied to the national ID.
As the rollout nears completion, Huduma Kenya assured the public that all its centres nationwide remain open and are committed to delivering efficient, citizen-centred services.
