”We’ve made changes to the membership of the County Executive Committee, effective immediately. This restructuring initiates a new phase of focused administration for our county,” Gladys Wanga shared via her official social media pages on Monday, December 1, 2025.

At the same time, Peter Ogolla has been relieved of his duties as provided for under Section 35(a) of the County Governments Act. Before his dismissal, he served as the CECM in charge of Lands, Physical Planning, Housing and Urban Development.

However, the executive order did not specify reasons for his removal, but it signals a strategic shift in county leadership in the land and urban planning sectors.

In place of Ogolla, the Governor has nominated Joseph Mittito, described as a consummate professional with strong leadership skills from Homa Bay Town. He is set to take over as the new CECM for Lands, Physical Planning, Housing and Urban Development.

Governor Wanga added that Ogolla’s name and vetting documents will be forwarded to the County Assembly for approval in accordance with the law.

Immediate effect and transition

Governor Wanga noted that all changes take effect immediately. She directed the County Secretary to ensure a smooth handover by officers affected by the reshuffle. Looking at the new appointments in Homa Bay County, the changes are expected to influence policy implementation in infrastructure, agriculture, land management, and housing sectors crucial to its socio-economic development.

Meanwhile, the CEC changes in Homa Bay come shortly after Nairobi Governor Johnson Sakaja has also made reshuffles within the County Executive, reassigning ten County Chief Officers to new dockets in a bid to improve service delivery to the public.

The changes, communicated through an official circular dated Tuesday, 18 November 2025, were made in accordance with Section 45(5) of the County Government Act, 2012. According to the notice, the reassignment takes place with immediate effect.
