Governor Ntutu directs immediate absorption and financial redress for casual staff

Narok Governor Patrick Ole Ntutu has directed the immediate absorption of 105 long-serving casual workers onto permanent and pensionable terms, while ordering payment of service gratuities and salary arrears within 10 days.

In a statement posted on his X account on Saturday, January 17, 2026, Governor Ntutu said the directive follows the County Public Service Board’s report on the status of casual workers serving the County Government of Narok.

“Yesterday, during our first press briefing of 2026 held at the County Government headquarters, and following the announcement of a Cabinet realignment aimed at improving service delivery efficiency, I issued key directives regarding the status of casual workers serving the County Government of Narok,” Ntutu stated.

Compliance with national directive

The governor explained that the move follows a directive by the Controller of Budget in January 2025 requiring all counties to onboard manual payroll payments to the Integrated Human Resource Information System (IHRIS).

“In January 2025, the Controller of Budget directed all counties to onboard all manual payroll payments to the Integrated Human Resource Information System (IHRIS). In compliance with this directive, the County Public Service Board adopted regulations to improve the security of tenure for casual workers within the County Government,” he said.

Governor Ntutu noted that the executive forwarded a list of 105 long-serving casual workers from various county departments to the Board for consideration.

Having received the Board’s report, the governor issued several key directives to regularise the employment status of the affected workers.

“All eligible casual workers are to be absorbed on permanent and pensionable terms, effective immediately,” Ntutu directed.

Financial compensation

Governor Ntutu further ordered the county government to process payments for service gratuities and salary arrears owed to the workers.

“The County Government shall process the payment of service gratuities (calculated at one month’s salary per year worked) and salary arrears dating back to February 2025,” he stated.

The governor set a strict timeline for implementation of the directive.

“All payments must be disbursed within ten (10) days of this directive,” Ntutu ordered.

Governor Ntutu called for strict adherence to the Casual Policy going forward to prevent similar situations in the future.

“I call for strict adherence to the Casual Policy, which requires Board approval prior to any new casual engagements,” he said.

Additional workers

The governor revealed that an additional 188 casual workers currently serving across the county are also being processed for onboarding.

“Furthermore, we are in the process of onboarding an additional 188 casual workers currently serving at various stations across the county,” Ntutu stated.
