Deputy Government Spokesperson Gabriel Muthuma has asked Kenyans to allow the National Police Service (NPS) to complete investigations into reports of abductions and torture before concluding who is responsible.

Muthuma spoke during an interview with a local television station on Tuesday, June 30, 2026, where he cited a recent statement issued by the National Police Service, saying detectives had indicated that investigations were ongoing.

“The police have spoken. They have said they do not know as of yet who is abducting and torturing, and that they are investigating. Let them conclude their investigation,” Muthuma said.

His remarks come amid growing public concern over reported cases of abductions and enforced disappearances following the June 25 Gen Z anniversary demonstrations.

NPS says investigations are underway

On June 28, 2026, the National Police Service issued a statement acknowledging reports circulating in mainstream and social media regarding enforced disappearances and torture.

The service said it was treating the concerns seriously and urged anyone with information or specific concerns to report them to the nearest police station.

“We guarantee that all reports will be investigated thoroughly, professionally, impartially, and expeditiously, in accordance with the law,” the NPS said.

The police also confirmed receiving a missing person’s report concerning activist Davis Lichuma at Central Police Station in Nairobi.

In the statement, the NPS reiterated its commitment to professional policing, respect for human rights and adherence to the Constitution and other laws governing its operations.

MP demands accountability

However, Mukurweini MP John Kaguchia maintained that the government must be held accountable over the reported incidents.

Speaking during the same television interview, the legislator argued that constitutional rights are guaranteed by law and should not depend on the goodwill of those in power.

“Human rights are guaranteed by the Constitution. It’s not a favour that you are giving us. We are not pleading with you. We demand accountability,” Kaguchia said.

The MP further claimed that reported cases of abductions contradicted President William Ruto’s repeated assurances that such incidents would not occur.

“What is happening is against local and international laws. It is unfortunate that the President has repeatedly promised that abductions will not be done, but we have consistently seen this happen.

“The government is simply saying, ‘We will maim you and pay you,'” he said.

The remarks come as public debate continues over fears of abductions, enforced disappearances and police conduct following recent anti-government protests.

On Monday, June 29, activist Davis Lichuma, who had been reported missing after the June 25 demonstrations, was found alive. Human rights organisations said he was receiving treatment after being tortured, and called for an independent investigation into his disappearance.

By the time of publication, investigations into the reported cases remained ongoing, and no official findings identifying those responsible had been released.
