Four cops charged with deaths, defilement

Four police officers have been arraigned for various offences including defilement, murder and manslaughter.

Another Sergeant is being sought for helping a colleague, a murder suspect, escape punishment. 

The Independent Oversight Policing Authority (IPOA) says another member of public  and his brother, an Administration Police Sergeant, are being sought for allegedly defiling a Class Eight learner.  

IPOA Chairperson Ann Makori yesterday said the officer based at Githunguri in Kiambu county, Sergeant Jacob Ojiambo, had been investigated over allegations that he defiled the pupil in his house at Mitahato AP camp on April 14, 2019.

“The minor was allegedly defiled at the officer’s house where he lived with his brother, Dismas Mujibu, a Mathematics teacher well-known to the girl,” Makori said. 

Initially, officers at Githunguri investigated the incident but IPOA took over the matter and conducted an independent probe.

“This independent investigation indicted Sergeant Ojiambo and his brother,” IPOA said.

Findings were forwarded to the Office of the Director of Public Prosecutions and after an independent review of the file, the ODPP concurred with the recommendations. 

Officer was arrested and charged with gang defilement at the Githunguri Law Courts.  

Court further issued a warrant of arrest against Mujibu, who is still at large. In another case in Mombasa where Leonard Mramba was assaulted during arrest on August 15, 2013 in Kisauni and later died, IPOA launched investigations and the death was subjected to an inquest at the Magistrate’s Court.

“After interrogating the evidence adduced by IPOA, the court yesterday ruled that Sergeant Charles Mwakio and Corporal Julia Kimbiyo be charged with manslaughter,” Makori said.
