Felix Kosgei urges ministries to fast-track 10-point agenda implementation
By Cy Muganda, February 4, 2026Chief of Staff and Head of the Public Service Felix Kosgei has urged Principal Secretaries to accelerate the implementation of the ten-point agenda and the National Dialogue Committee Report through coordinated and disciplined delivery oversight.
In a statement posted on his X account on Tuesday, February 4, 2026, Kosgei disclosed that he chaired the monthly meeting of all Principal Secretaries, the first in 2026, where progress on government priorities was reviewed.
“I chaired the monthly meeting of all Principal Secretaries, the first in 2026. We reviewed progress on government priorities, deliberated on key actions, and reinforced coordinated delivery across ministries,” Kosgei stated.

COIN-10 progress review
Kosgei stated that during the session, Principal Secretaries received a detailed presentation from COIN-10, the committee tasked with overseeing the implementation of the ten-point agenda and the National Dialogue Committee Report.
The committee provided a comprehensive account of progress to date and outlined specific actions for ministries.
“These include driving delivery within their ministries, strengthening inter-ministerial coordination, closely monitoring implementation timelines, and reporting on outcomes in this process,” Kosgei stated.

According to Kosgei, the meeting further reaffirmed the need to maintain momentum on flagship projects and to translate policy decisions into tangible results that benefit Kenyans.
He stressed that efficient implementation requires disciplined oversight and accountability at all levels.
“Principal Secretaries must ensure that decisions are not only made but translated into measurable outcomes that impact citizens positively,” he said.
Govt support for COIN-10
Kosgei’s directives follow a recent briefing to President William Ruto by the Committee on the Implementation of the Ten-Point Agenda and the National Dialogue Committee Report (COIN-10) at State House, Nairobi.
In a statement posted on his X account on Wednesday, January 21, 2026, Ruto reaffirmed government support for reforms aimed at strengthening democracy and restoring trust in public institutions.
“We are supporting the Committee on the Implementation of the Ten-Point Agenda and the National Dialogue Committee Report (COIN-10) to fully deliver on its mandate,” he said.

The head of State said the implementation process is designed to unite Kenyans through inclusive national dialogue while fostering transparency and accountability in public institutions.
